Top stories
- Philly voters approve both charter changes. Here's how each Council district voted: Unofficial results show 78.8% yes on small-business contracting and 83.6% yes on making Creative Philadelphia permanent. Every Council district and every ward said yes, though the Northeast by less.
- Creative Philadelphia is going into the charter. Here's what that changes, and what it doesn't: Voters made the city's arts office permanent, with a required Chief Cultural Officer and up to 15 staff. Its budget, including a Cultural Fund cut from $5 million to $3.5 million, is still up to Council each year.
- Small-business contracting change passes. Council now has to write the rules: The charter amendment raises the set-aside ceiling from $100,000 to $500,000 and lets Council set bid preferences by ordinance. Who counts as 'small' and 'local' is still to be defined.
- About 43.5% of Philly voters turned out. Here's the gap between Council districts: Unofficial figures show turnout below 2022's midterm, with fewer mail ballots. By our count, the 1st and 4th districts topped 48% while the 7th was near 31%.
